The two county region has a rich, shared history as well as present-day economic and political ties that weave together residents of cities, towns and rural areas in a shared destiny. The Twin Counties Visioning and Strategic Planning Process is an opportunity for residents and community leaders to develop a road map for transforming the two county region into a sustainable community that is prepared to participate in the new world economy.

Why & When it was Established

The Twin Counties Visioning and Strategic Planning process began in the fall of 2011, when Edgecombe County, Nash County and the City of Rocky Mount embarked upon an effort to create a shared vision and a prosperous future for all residents of the Twin Counties. The initial goals were to:


The Twin Counties Visioning project has resulted in eight Action Teams responsible for implementation of the regional vision and goals. A final report summarizing the regional vision and goals has been endorsed and/or acknowledged by each of the three governing bodies in the region. The report was released in 2015 and is available here. It represents a significant step toward citizen leadership and collaborative governance in the Twin Counties Region.
